You buy car insurance because you choose to drive a car & you must have liability insurance to protect yourself & others if an accident occurs.
You have a CHOICE here. De-Tag your car & do not drive. No insurance needed.

The SCOTUS disagreed. The states sued the fed to stop ACA on just that point...and lost. I think the court erred, but that was their ruling: you can be fined if you don't carry equivalent level insurance.
