for that price range my brother suggests the Canon T3 or the Canon T5.
the T5 is what he's got. http://www.amazon.com/Canon-Digital-...=1418792171489 http://www.amazon.com/Canon-Rebel-EF...=1418792246562 if you were willing to spend a little more he Suggests a Cannon T3i or a used 60D.

I really like Canon, had a Rebel T3. My son is still taking great pictures and video with it. I have D60 that I purchased 3 years ago and it is a wonderful camera but considerably more money and way more camera than I need. The Rebel was more than adequate for very nice pictures even in difficult settings.

I'm still amazed that it's possible to get a Canon or Nikon DSLR with basic lens for under $500.
A friend of mine bought a T3 last Christmas, and he's been very happy with it.
